Scope: Provide a semantic layer to a CMU-SV prototype open geographically-based common operating picture framework. Allows the incorporation, aggregation, assessment and redistribution of many, dynamic humangenerated and sensor-derived information. System will enable research in collaborative construction of knowledge, assessing trust in crowd-sourced information, and targeted distribution.

Outcomes: Robust protoype, test framework, several papers, potential funding from FEMA, DHS, CalEMA and others
